As labour migration continues to expand globally, ensuring that recruitment practices are fair, transparent and effectively regulated has become increasingly important. While recruitment can facilitate access to decent work opportunities, abusive and fraudulent practices continue to expose workers, particularly migrant workers, to exploitation, human trafficking and forced labour. Strengthening fair recruitment systems is therefore essential to protect workers' rights and to ensure that labour migration contributes to sustainable development and well-functioning labour markets.
Against this backdrop, the ILO launched the Fair Recruitment Initiative (FRI) in 2014 as part of the Director-General's Fair Migration Agenda. Since then, the Initiative has played a central role in advancing fair recruitment policies and practices at national, regional and global levels.
Building on the Initiative, this course responds to the growing need to strengthen the capacities of governments, social partners and other key stakeholders engaged in labour migration governance. The course will explore a broad range of topics, including recruitment regulation and enforcement, access to justice, ethical business practices, recruitment in global supply chains, the role of public and private employment agencies, and fair recruitment in the digital age.
The course is composed of an online phase and a residential phase. The online phase consists of modules offered through the eCampus online platform to be completed over a period of 3 weeks. This will build the foundation for the residential component and will accompany formal training with activities fostering knowledge exchange and cross-fertilization of ideas. This will be followed by an online wrap-up phase.
