Virtual Launching and Webinar of Guideline for Labour Inspection in the COVID-19 Pandemic Situation

The launch and webinar aim to give better understanding to all Indonesian labour inspectors about the available tools and guides as well as to share best practices on labour inspection during the pandemic.

Background

On 17 September 2020, the Minister of Manpower issued the Minister of Manpower (MOM) Decree No. 312 of 2020 concerning Guidelines for Preparation of Business Continuity in Facing Pandemic. This decree emphasizes that worker protection and business continuity are inseparable parts. These two issues are an effort to realize the decent work that we have always aspired to: sustaining the business and workers/labourers are protected from anything that could violate labour norms.

On 28 September 2020, the Director General of Labour Inspection and Occupational Safety and Health (OSH) Development - MOM followed up by sending a circular to all Heads of the Manpower Office in provincial and districts/cities level to anticipate the increasing number of COVID-19 cases in the workplace. This circular basically requests that local governments demand workplaces to implement the OSH protocol to prevent COVID-19 and its impact on discrimination/stigma in the workplace. This Circular has encouraged the involvement of the OSH Committee, the COVID-19 task force in the provincial and district/city level and labour inspection unit.

In addition, the Ministry considers that a COVID-19 related labour inspection guideline is important to decrease number of COVID-19 transmission. The Guideline will also focus on implementation of OSH protocol practice and its impact to discrimination during the COVID-19 pandemic. In this regard, the ILO through the ILO-BMZ cooperation supported the development of the guidelines for the implementation of labour inspection during the COVID-19 pandemic.

The Ministry established a drafting committee to develop the guideline and work with the ILO Consultant since February 2021. The Guideline finalized in August 2021. ILO and MOM would like to launch to socialize the guideline to all inspectors and relevant stakeholders. Following to the launching, a webinar will be organized with following objectives: 1. to give better understanding to all labour inspectors on the available tools and guides for conducting labour inspection especially in the pandemic situation; 2. to share good practices of labour inspection and labour compliance during the pandemic from other countries and within Indonesia, and 3. to strengthen networks among labour inspectors and relevant stakeholders to collaborate and cooperate in ensuring labour compliance.
