Somalia launches workshops to advance labour migration policy and regulate private employment agencies

Under the umbrella of the ILO’s BRMM Programme, a regional initiative funded by the UK’s Foreign, Commonwealth & Development Office (FCDO) to strengthen labour migration governance in East and the Horn of Africa, a series of four state‑level sensitization workshops has been launched across Somalia to support implementation of the country’s National Labour Migration Policy and the Private Employment Agencies Regulation.  

The first of these workshops took place on 24 January 2026 in Baidoa, Southwest State, bringing together government officials, social partners and key stakeholders to raise awareness of policy priorities and regulatory frameworks aimed at promoting rights‑based labour migration and fair recruitment practices at sub‑national level. Subsequent sessions are planned in other Federal Member States to ensure broad engagement and strengthened coordination across the country.  

These activities are part of broader efforts under the BRMM Programme to operationalize Somalia’s first comprehensive labour migration policy (developed with ILO support) and to advance protections for migrant workers through structured regulation of private employment agencies. The policy and regulatory frameworks are designed to align national labour migration governance with international standards and to enhance institutional capacities for policy implementation, stakeholder engagement, and inter‑governmental coordination.  

By fostering local‑level dialogue and understanding of labour migration governance, the workshops aim to strengthen compliance with policy objectives, bridge implementation gaps, and build sustainable coordination mechanisms that support safe, decent and orderly labour mobility within and beyond Somalia’s borders.
