As labour mobility continues to evolve, labour market intermediation is increasingly operating as a complex ecosystem involving multiple actors, including Public and Private Employment Services (PES and PEAs), employers, training institutions, migration authorities, social partners, civil society organizations and digital platforms. While partnerships among these stakeholders are becoming more common, important questions remain regarding how such cooperation should be governed to ensure transparency, accountability and the protection of migrant workers.
Against this backdrop, the peer exchange will examine how labour mobility systems can move beyond isolated institutional interventions towards more coordinated and effective ecosystem governance. Particular attention will be given to the evolving role of Public Employment Services as coordinators of labour market intermediation systems, as well as to the importance of trust, regulation and shared accountability in promoting fair and ethical recruitment practices.
The discussions will also explore the implications of these developments for Talent Partnerships, highlighting the need to integrate fair recruitment principles, governance arrangements and worker protection mechanisms from the outset. Drawing on country experiences from Côte d’Ivoire, Tunisia and the Philippines, participants will exchange lessons learned and identify good practices that can support the development of trusted, rights-based labour mobility pathways.
The event aims to foster peer learning and dialogue among stakeholders and contribute to ongoing efforts to strengthen fair recruitment systems and advance decent work for migrant workers.
